2024 BRIEF overview on LLM / "foundation models" / 2023's version of "AI"

History: In 2023, the EU was consolidating its legislation called "The AI Act" (or AI Regulation.) Despite the fact that this is a fairly boring piece of legislation just ensuring that at least some digital products (the ones that may automatically alter human lives) are subject to proper product law , there was a massive amount of lobbying and misinformation. Part of all that was to misdirection pretending that the only "real" AI was the newest stuff on the block – large language models (LLM) like ChatGPT, which produce fluent and occasionally accurate verbal output, and related technologies producing sounds and images. What Geoffrey Hinton gets wrong and right about AGI (super short post)

Geoff Hinton is a super genius to whom I am personally indebted and with whom I am acquainted, because we both spent a lot of time in Edinburgh, including overlaps in the 1990s. However, he is a genius of machine learning, not governance. Please do watch the clip (I watched it on 2x speed-up), and note that Musk is promoting it. Click to go to X and watch the clip there. What Hinton gets wrong in the clip He treats a potential AGI as a unitary other. He literally talks about AGI as a mother to a human child, and says humans have evolved to care about babies crying, but basically the mother mostly has the upper hand. This is entirely the wrong metaphor for AI. AI is more like a library, or if anyone is stupid enough to give a fully synthetic entity legal personality / a capacity for ungoverned action, then it is more like a city or corporation. This is my response to the UN's AI Advisory Body 's open consultation for their Interim Report: Governing AI for Humanity. As with my response to the 2020 EU AI Whitepaper Consultation , I actually have three forms of response: Barbora Bromová the document we're commenting on, with my annotations ; the way I filled in their form (below); and Barbora Bromová and I are working on a longer article which will summarise the content points (and not be so much about this specific document.)
